How a Rebuild Runs After Mitigation

Mitigation stops the damage: water is dried out, mold is removed, smoke and soot are cleaned. The rebuild is the work that comes after, putting back what had to be taken out. As a Hawaii licensed general contractor (BC-38891), we run that phase as one job, broadly in the order below.
Scope From the Mitigation File
The rebuild starts from what mitigation already recorded: the photos, readings and reports showing which drywall, flooring, cabinetry and framing were removed, and why. We walk the property against that file, confirm what has to be replaced, and write the reconstruction scope from it. Building the scope on the same documentation your insurance carrier has already seen keeps the claim and the work describing the same job.
Permits Where the City Requires Them
Some rebuild work needs a building permit from the City and County of Honolulu, particularly structural, electrical and plumbing work, while cosmetic replacement often does not. We work out which parts of your scope need permits, apply for them as the licensed contractor, and schedule the required inspections, so each stage is approved before the next stage covers it up.
Walls, Floors and Cabinetry
With the structure confirmed sound and any permitted rough work inspected, we rebuild from the framing out. That means repairing or replacing damaged framing, hanging and finishing new drywall, laying subfloor and flooring, and installing cabinetry in kitchens and bathrooms. Licensed electricians and plumbers handle their trades where the scope calls for them. On fire and smoke jobs, odor is verified before a wall is closed.
Paint and Finishes
Finishes are what make the repaired rooms belong to the rest of the home: texture on the new drywall, primer and paint, trim, doors, hardware and fixtures. Where only part of a room was replaced, matching the existing materials is part of the work, so the repair does not read as a patch. Flooring transitions and hardware usually go in last, once the dusty work is finished.
Final Walkthrough
When the work is finished, we walk the property with you against the written scope, room by room. Anything still to be finished goes on a punch list, which is the standard way a rebuild is closed out. Where permits were pulled, the final inspections are part of that close-out too, and the scope, photos and inspection records stay with the job file for your insurance carrier.
Reviews
What Our Customers Are Saying
When we had urgent moisture remediation service need Rescue One Restoration came to the rescue! I can’t say enough positive things about the company’s professionalism, especially from the team lead, Aaron.
When I first reached out, on a weekend, Aaron adjusted his personal schedule to come out and take a look at the issue that same day. Once work began, their work was high-quality and every team member was very professional, which was especially important to us as we are a school that had students and staff present on campus at times. Aaron did a wonderful job of being on-site daily, overseeing the project from start to finish, and keeping our administrative team updated every step of the way. Highly recommend!
We have worked extensively with Rescue One on many of the projects we manage and they are our "Go To". Paul is awesome on his communication, response and knowledge of how insurance works.
5 Stars.
Had the basement in our office flooded because of the storm, but these guys were such a HUGE HELP especially shout out to Amen and Chozyn for helping to get all the water out of the basement carefully and diligently as well as being warm, courteous and professional young adults!
During the March storms, our house took a beating. I called other places but they were all busy.
I was very lucky to have Rescue One come out to the home very quickly and leave machines to dry out the house. JJ was on top of it.
Excellent and timely service – would definitely use them again! Paul was very responsive and assisted us in our time of need.
Mahalo!
Paul and his team were professional, communicated well, worked with other contractors under strict time constraints. They were helpful & efficient in both the assessment and repair of damage.
Highly recommend.
Frequently asked questions
Frequently Asked Questions About Full Reconstruction Service
Don’t see your question? Call us anytime.

01Do we need a building permit to rebuild after the damage?
It depends on the work. Structural, electrical and plumbing work generally needs a permit from the City and County of Honolulu, while cosmetic replacement such as paint or some flooring often does not. As a Hawaii licensed general contractor (BC-38891), we work out which parts of your scope need permits, apply for them, and schedule the inspections that go with them.
02Why does the rebuild have to wait until mitigation is finished?
New material closes up whatever is behind it. Drywall hung over framing that is still wet traps the moisture and gives mold a place to grow, and walls closed over smoke residue can let the odor come back after the room looks finished. That is why drying and cleaning are confirmed first, and on fire and smoke jobs we verify odor before a wall is closed.
03Can you match the flooring, cabinets and finishes we had before?
Our aim is to put your home or business back to its pre-loss condition, so we start by matching what was there. Some materials are no longer made, or a new piece will not blend with an older one that stayed in place. When that happens, we go over the closest options with you, and with your adjuster where the claim covers the work, before anything is ordered.
04How is the rebuild scope agreed with our insurance adjuster?
The scope is written from the mitigation documentation: the photos, readings and reports showing what was removed and why. We work directly with your insurance provider and assist you with the claim, so the adjuster reviews a scope built on records they have already seen. If more damage turns up once walls or floors are opened, it is documented the same way and added to the claim.
05Can we upgrade materials while the house is being rebuilt?
Usually, yes. Most property policies pay to replace damaged materials with ones of like kind and quality, so if you choose something higher grade, the difference is typically yours to cover. The simplest time to decide is before the reconstruction scope is finalized, so the upgrade is written into the plan rather than changed partway through the work.
